 Mr. Carter is a professional civil engineer in the state of Texas and skilled in land development design in central Texas. He is an expert in hydrologic and hydraulic design.

Andy Carter, PE received his B.S. in Civil Engineering from the University of Texas at Austin. As co-founder of CivilE, LLC, he has more than 16 years of experience in the design of a diverse array of both private and municipal projects. Mr. Carter is experienced in the civil design of water, sewer, street, grading, storm drain and detention / water quality improvements. Representative projects range from single family to municipal capital improvement projects. He was awarded "Young Engineer of the Year" in 2007.

Mr. Carter is recognized as an expert in hydrologic and hydraulic design and analysis necessary to support land development activities. At national conferences, Mr. Carter has demonstrated software and techniques he personally developed for the reclamation of land encumbered by floodplains. He has consulted the National Weather Service regarding data transmission protocols of hydrologic data.

Responsible for the construction document production of CivilE, Mr. Carter prides himself on creating clean, clear and concise drawings. Considered as one of the top Civil CAD designers in both Austin and the U.S., he was invited to evaluate the new functionality of the 2014 release of Civil3D at Autodesk’s headquarters.
