Dr. Swander is an Industrial/Organizational Psychologist and owner of Ergometrics and Applied Personnel Research, Inc. He received his Ph.D. from Virginia Tech with his dissertation and other major graduate research focusing on validity and technical issues surrounding video-based testing.

Dr. Swander has worked with hundreds of organizations in the development, validation and implementation of valid, reliable and fair entry level and promotional testing systems. Dr. Swander has successfully implemented selection processes in organizations under consent decree and investigation by the United States Department of Justice.

Dr. Swander headed the FireTEAM development and validation project. This project included the organization of six participating departments and the coordination of many more validation sites. In addition to his detailed behavioral understanding of the occupation of firefighting, Dr. Swander compiled and analyzed the validity and test properties of the FireTEAM System. This new approach to hiring firefighters has received national recognition. This testing system has been given to over 100,000 candidates and is used by more than 500 fire departments across the country.

 
Dr. Swander provides expert witness services in matters associated with legal defensibility and validation of employment exams and compliance with the Uniform Guidelines on Employee Selection Procedures. Dr. Swander has provided expert witness services in local, state and federal cases.
