Political subdivision of the State of Louisiana responsible for developing a biosciences industry that would create new opportunities in research, development and commercialization in a sustainably-built environment.

Oversaw development and master planning of a 1,500 acre Bioscience District that included LSU, Tulane, Xavier Universities, Delgado College, the new Veterans Affairs and University Medical Center hospital complexes, and the Louisiana Cancer Research and BioInnovation Centers. Created and oversaw a holistic approach to developing a livable community in the heart of New Orleans. Directed startup of $2.45 billion in new facilities – creating 5,800 new high wage jobs and 19,700 construction jobs. Prepared operating budgets, installed cash management systems, and managed $2.55 million in grants funding. Named as one of five finalist nominees for 2 locations for US data center by co-hostng a meeting involving 25 global leaders in genetic research and the potential for New Orleans to have a cloud-based DNA database hub.
