 Martin V. Fleming is an experienced oil and gas professional with broad experience in acquisitions, management, finance and operation.

Martin V. Fleming, Managing Director, Black Dutch Management, LLC. Previously, he served as Senior Vice President at Noble Royalties, Inc. with roles in investor relations, acquisitions, communications, government affairs and fund management. At Noble, Fleming served on the Investment Committee and over seven years was affiliated with more than $1 billion in fund placements. He also sourced and closed a number of important property acquisitions. Prior to joining Noble, Fleming served as Executive Vice President of the Texas Independent Producers and Royalty Owners Association, the country’s largest state trade organization representing independent oil and gas operators and their senior management. He began his career in the oil and gas industry serving as a Special Assistant to U.S. Secretary of Energy Bill Richardson. Fleming also served as a legislative assistant to then Chairman of the U.S. Senate Energy Committee Jeff Bingaman. Fleming holds a Bachiller from the Instituto Austral de Enseñanza in Comodoro Rivadavia, Argentina, a BA in Latin American Studies from the University of Texas at Austin, a MA in Latin American Studies from Tulane University and is a Ph.D. Candidate in History from Tulane University. He is a past fellow of the National Endowment for the Humanities where he collaborated with the Instituto Nacional de Antropología e Historia and the Universidad Nacional Autónomo de México. Fleming serves or has served on numerous industry boards including Petroleum Engineering Advisory Board at the University of Texas at Austin, the Board of Visitors for the Department of History at the University of Texas at Austin, Texas Energy Council, the National Association of Royalty Owners where he chaired the National Legislative Council, NARO-TX where he served as President, Western Energy Alliance and the Louisiana Oil and Gas Association. He serves as President of the New American Energy Opportunity Foundation and at the Appointment of Texas Governor Rick Perry, he serves on Environmental, Health and Safety Committee of the Interstate Oil and Gas Compact Commission. Fleming is a member of the Dallas Petroleum Club, the Dallas Wildcatters, the Ft. Worth Wildcatters, Dutch Treat Wildcatters, the ADAM Energy Forum, TIPRO and IPAA. Fleming is fluent in Spanish and Portuguese.
