Rachael (pronounced ra’kel) Fisher is Chief Information Security Officer (CISO) at Charles Edda and C. Bouley since 2014. Her components of advisory include cybersecurity and performance activities, project management, analysis and human performance measures, and coordination of capacity management and compliance with regulatory IT requirements (and provide acquisition of coordination services). She graduated as a student from the Toulouse Graduate School at the University of North Texas within the College of Information with a doctorate in Technologies and Performance Improvement. Her college work included performance management, training in regulatory best practices for human performance, and research methodologies to include analysis structures, research evaluation and assessment and historical recall and long-term research.
Her focus of study and dissertation management included study within Veterans Administration and Hospital analysis and Performance Improvement. Dissertation performance and results workshops included systems, hospital management, system support, customer evaluation and feedback, systems tunneling and computer-generated support and analysis. She received, from Texas Christian University, awards in leadership and strategic management in 2010 and 2011. Her research career included scholarships from the College Negro Fund. As a Post-Bachelorette Achievement Award from Ronald E McNair Scholar Program, Dr Fisher has focused on strategic communications in learning the theories and methods of professional cyber-attacks and crimes that reach global victims. Her future work will comprise of regulatory management and legal prosecution of cyber threats, pre meditation and forensic evidence.
Dr. Fisher’s, Masters of Arts in Strategic Communication helps recommend policy regarding security programs and implement new technologies, techniques and procedures. Prior to these acclaimed approaches and skills Dr. Fisher received scholarships and awards from the American Society for Training and Development and American Society for Quality acumen training. Of these credentials, her education compiles over 46 (course) hours of entrepreneurship and business acumen, 36 (course) hours of educational counseling and over 314 (real time) hours in dissertation work, conference speaking and longitudinal investigation and analysis (including statistics decoding, data reconfiguration and statistics, observational research methods, cyber security threats, asset and breaches, disaster/risk management planning and response, professional hacking, and system monitoring and update).
Moreover, she has completed certifications from ASQ, project management and operation, cyber security training, (former) 2nd level clearance, and other compliance's in well-received and highly acclaimed Institutes in Fort Worth, Houston and Denton, Texas. Dr. Fisher is known as a a Chief Information Security Officer. Chief Information Security Officers’ are the one whom implements Cybersecurity National Action Plans (CNAP) and National Institute for Justice (NIJ) training. Nationally, she complies with a variety of security program activities for credit, including security awareness training High Technology Crime Investigation Association (HTCIA) and the National Institute of Standards and Technology (NIST) that takes a sequence of short-term and long-term processes to improve cybersecurity postures within individual and special level securities, business organizations, the Federal Government and across the country and globally.
While serving Texas communities for over 26 years, Dr. Fisher’s believes in the core values and the humanities throughout our county and occupies a City Commissioner Seat in Jefferson Texas. She has been in operation independently for over five years and have served in nonprofit administration, global development, corporate system change and training, infrastructure and network management, information securities, emergency relief and management, and expert in Board Governance She has obtained additional instructions/training's with NASA grants for back-to-work, University of Houston Logistics, Technology, and Drone planning.
