Dr. Oel Wingo is the sole proprietor and CEO of Oel Wingo Management Consulting Services, http://oelwingo.com/. Started in January 2011, OWMCS primarily provides consulting services to local governments. OWMCS provides high-quality, individualized management consulting services at an affordable price to help organizations: “Do More, Do it Better and Do it for Less."

Dr. Wingo holds a Ph.D. in Educational Administration from University of Florida in addition to a Masters and Bachelors in Psychology. She is also a recognized International City/County Manager Association (ICMA) Certified Manager. Dr. Wingo’s public administration career includes more than 15 years in local government as a City and an Assistant City Manager and 12 years as an executive manager in secondary and post-secondary educational institutions.

In her roles as a City Manager and an Assistant City Manager, Dr. Wingo gained a very broad understanding of local government processes and the resources and structure required to provide government services more efficiently and effectively. Dr. Wingo has more than 15 years direct responsibility and experience establishing the policies and procedures required to implement all types of municipal services, as well as development of a strategic planning process with annual performance measures and benchmarking to ensure organizations operate within a continuous quality improvement culture.

Dr. Wingo has presented nationally and internationally on a wide range of topics including not only current education issues but governance and management topics as well. Dr. Wingo has been published in several scholarly journals in addition to having her personal journal and accounting of her experiences as a team leader of a Hurricane Katrina emergency response team published in local newspapers.
